Sixth Scottish Conference on International Law - 'ICJ at 80' Event Information The Glasgow Centre for International Law and Security (GCILS) at the University of Glasgow is organising the sixth Scottish Conference on International Law, following the conferences hosted by the University of Edinburgh in April 2019, the University of Glasgow in May 2021, the University of Aberdeen in June 2022, the University of Dundee in 2023, and the University of Stirling in September 2024.The theme is: “The International Court of Justice at 80” Organisers are eager to receive submissions from across the UK, Europe and beyond, including from postgraduate students. Proposals for panels will be considered. Theme In a collection published to mark 50 years of the International Court of Justice, Georges Abi-Saab described a series of crises that have befallen the Court since its inception. The first is the crisis relating to the Court’s failure to achieve compulsory jurisdiction due to States’ reluctance to deposit optional clause declarations (‘the decline of the optional clause’, in Waldock’s words). This crisis Abi-Saab ascribed to the influence of the Soviet Union and its allies who were suspicious of the Court’s potential to impinge upon their sovereignty. This was followed by a crisis of confidence in the Court among states who had regained sovereignty during decolonisation in the 1960s and 1970s, brought about by a general distrust in what was perceived as a Western bias in international law, epitomised by the disastrous South West Africa cases. The third crisis, perhaps somewhat paradoxically, Abi-Saab described as encompassing the concerns of Western States regarding an activist Court following the Nicaragua judgment in which the Court had found against the United States. To these ‘crises’ one could add the perceived threat to the Court’s position as the ‘World Court’ in the 1990s during the proliferation of courts and tribunals which brought with it concerns regarding the fragmentation of international law. In contrast to this crisis narrative, it appears that thirty years later, as the Court approaches its 80thanniversary, we are living through what one of the busiest periods for the Court. Not only has the Court’s docket been consistently full for a number of years, the Court is also now being tasked with hearing cases related to fundamentally important, even existential issues, such as the use of force, genocide and the effects of man-made climate change. States are not only consistently bringing important cases to the Court, they are utilising various different facets of its jurisdiction, including most notably its incidental and advisory jurisdictions. That said, dissatisfaction with the outcome of the high-profile cases before the Court could very easily lead to the next crisis to add to Abi-Saab’s list. Legal and Policy Approaches to the Use of Public Assets in Scotland and Japan Kume Hideyo is an Associate Professor at the College of Business Administration and Information Science at Chubu University, Japan. She is a socio-legal property scholar and a visiting researcher at the University of Strathclyde, where she is studying community rights of acquisition in Scotland This presentation examines the legal frameworks governing the use of public assets in Scotland and Japan, with particular attention to the mechanisms that enable community involvement. It also considers how to achieve an appropriate legal balance to ensure the sustainable operation of such initiatives. In Japan, a key recent development is the 2024 amendment to the Local Autonomy Act, which introduced the Designated Regional Collaborative Activity Organization scheme. Unlike the existing Designated Manager System, which is positioned as a private sector utilisation model, the new system adopts a resident-led community management approach. Once recognised as such an organisation, the group becomes eligible to lease administrative property. The details of this system are left to the discretion of local governments, and many local authorities are currently discussing the introduction of local ordinances to implement it. In Scotland, a unified legal framework for community use of public assets has been established through Part 5 (Asset Transfer) of the Community Empowerment (Scotland) Act 2015. Communities that submit proposals to local authorities have many opportunities to receive support for asset acquisition or negotiation from various institutions, such as the Community Ownership Support Service, the Scottish Land Fund, and Community Land Scotland. Including private consultants, Scotland in my view has a well-developed support system, which helps to reduce the risks associated with asset transfers. Regarding rules for protecting assets upon dissolution, such as clawback clauses, these are generally applied with restraint. Scottish Land Fund grants are discretionary, and the Fund reserves the right not to support projects where the conditions on the sale or transfer do not align with the guidance. For example, time limits for imposing conditions apply, and clawbacks are restricted to the monetary value of the discount offered by the seller. While Japan relies primarily on leases and outsourcing contracts to enable community and private sector involvement in the management of public assets, Scotland offers a wider range of options. Despite these differences, comparing the legal mechanisms used in both countries to ensure the stable operation of these systems provides valuable insights into the relevant issues and challenges. Weekend Course: Saturday 24 and Sunday 25 August 2024 Day 1: 10am to 5.00pm Day 2: 10am to 5.00pm The Lansdowne House studio, Glasgow West end and The Indigo plot This two day immersive course in Indigo pigment and Yellow dye is about gaining hands on knowledge on working with plant to secure colour on cloth. The plants used will be collected on the Glasgow based #theindigoplot at the Glasgow Botanical garden and the work carried out in The Lansdowne House studio both in the West of Glasgow. We will collect colour and use it to create, blue, yellow and green shades on silk and linen material. We will study the different way of using Indigo pigment, work with both Japanese Indigo and Woad pigment and different types of fibers. The recipes used are tried and tested traditional natural dyes recipees and can be duplicated. You will leave with a number of samples on wool yarn and silk fabric and sound knowledge about working directly with plant for colour. You can be a complete beginner on this class. The unique class is made possible by the availability of Fresh plant material grown @ #theindigoplot the natural dye garden of Elisabeth Viguie Culshaw, dye and textile artist. The plants are grown there by a group of volunteers. Elisabeth also offers an option to local commited dyers to grow Indigo and Woad at home with her in her online course : https://www.eventbrite.co.uk/e/from-seeds-to-blue-grow-indigo-woad-with-the-indigo-plot-2025-online-tickets-1073782776189 During the week end we will work with both fresh extraction and dry pigment to be able to compare the pigment count. We will learn to extract cold and hot methods pigment and set up an Indigo vat for blue. We will work with fresh and dry plants to colour fibre yellow and learn about fibre preparation (mordant) We finaly look at options to create green coloured cloth. Our samples will be cleaned and neutralised and all colours obtaines will be colourfast. Samples will be splits between participants and you will be given some notes to be able to duplicate those techniques. `There will be an option to dye some additional pieces you will have with you wether it is yarn or fabric. I welcome inquisitive students and problem solving is one great feature of this "residency" During the two days we will make tea and coffee together and take breaks but i can not provide food. There is a local supermarket/deli for sandwiches/salads just around the corner. I would recommend you bring something in with you to avoid wasting valuable time at lunchtime break. How Speed Dating Works in Glasgow When you arrive at the Glasgow venue you will be greeted by our friendly professional hosts. Once everyone has arrived and registered we will briefly explain the format of the evening. The ladies will then be asked to make their way to their allocated table. Once the ladies are seated the gentlemen will be asked to proceed to their first date. You will have 4 minutes to chat to each date, once the 4 minutes is over we will ring a bell to indicate the time is up and for the gentlemen to move to their next date. Four minutes is long enough to see if you click with the person you are talking to and whether you would like to see them again and also short enough if you don't. At the end of each date you have a brief few moments to make some notes on the person you have just dated. This is something to help jog your memory for the post event matching process the next day. Half way through the event you will have an interval break so you can nip to the toilet or top up your drink. Join us at The Alchemy Experiment on Wednesday 17th September at 6.30pm to celebrate seasonal botanicals! You will create your own composition using colourful paper stocks and botanical themed cut-outs. You will be guided through various creative prompts to create your own botanical plates. All materials will be provided, you will learn collage and compositions techniques , and you will leave with your new collages. Who is this for? This event is for anyone ages 18+ interested in exploring collage, art and nature in a relaxing and welcoming environment. This workshop is suitable for all levels, no previous experience and skills are necessary. What is the After Hours Creative Club? Monthly workshops hosted by Concrete Nature on Wednesday evenings and Sundays Between Glasgow and Edinburgh to nurture your creativity off-screen and connect with fellow creatives. Materials All materials will be provided, however we recommend you bring a tote bag or shopping bag big enough to fit A4 size artworks to keep your artwork safe when you leave the workshop and make your way home. The masterclass, led by María Grazia Goya Barquet focuses on the intersection between nature, documentary, and ways to frame our landscapes through cinematography. María is a director and cinematographer born in Ecuador, based in Barcelona and working internationally. Her short film Hello Sea! is screening at IberoDocs in the programme 'The Sea' . María's most recent project as Cinematographer, “Only on Earth” (directed by Robin Petré) had its World Premiere at the 75th edition of Berlinale 2025. And later won the Award for Best Cinematography at Millennium Docs Againts Gravity Film Festival 2025. Good ventilation is essential for healthy, comfortable, and resilient buildings—but as mechanical systems become more dominant, it's critical to ask: are we designing for long-term wellbeing, or creating new dependencies? This event explores why ventilation matters—not just for compliance or technical performance, but for occupant health, comfort, and the psychological benefits of environmental control. As buildings increasingly rely on mechanical systems, understanding building physics, material choices, and passive design strategies becomes more important than ever. Through case studies and discussion, we’ll demonstrate how to design for indoor air quality while considering flexibility as well as ethics. We’ll look at how passive and natural ventilation, and low-impact construction materials can support both regulatory standards and 'passive survivability'—the ability for buildings to remain safe and comfortable during power outages or emergencies. The session will highlight practical examples from engineering and architectural practice, with a focus on avoiding 'eco-bling' and prioritising real, long-term benefits for occupants. Participants are invited to bring project-specific questions for open discussion. Our speakers: Janice Foster , Chartered Engineer and researcher specialising in building performance evaluation (BPE) at MEARU, GSA. Richard Atkins , Chartered Architect who has designed sustainable buildings and advised clients, government and stakeholders for over 40 years. Sandy Halliday , Chartered Engineer, who has worked in building research, training, policy guidance and as project advisor for local and national government and private clients for over 30 years. Sam Foster , Net Zero Leader at NatureScot, Architect with strong interest in beautiful, low energy architecture constructed from non-toxic materials to create healthy environments. "The Sea" is a new environmental strand within IberoDocs, bringing together four powerful short films by women filmmakers that reflect on our complex relationship with the ocean and coastal life. Our journey begins with Hello Sea! by María Goya Barquet, a poetic and personal documentary that explores what the sea is, for a person who has never seen it. With Blow! by Neus Ballús, poetry is merged with reality, as we follow a research team and the singing of the whales. The animated lines of Percebes by Laura Gonçalves carry us to the Portuguese coast and the social and ecological cycles surrounding one of the ocean’s most prized delicacies, while Spirits & Rocks: an Azorean Myth by Aylin Gökmen captures the deep emotional and geological tremors of life on a volcanic island.
