The predecessor of the Luoyang Peony Cultural Festival was the Luoyang Peony Fair, which has been included in the list of national intangible cultural heritage. By 2012, the Luoyang Peony Fair had been successfully held for 30 sessions and was upgraded to a national cultural event in 2010. 
The Luoyang Peony Cultural Festival, held from around April 1 to May 10 every year, has been included in the list of national intangible cultural heritage. It began in 1983. In November 2010, it was officially approved by the State Council and the Ministry of Culture to be upgraded to a national festival and renamed the "Luoyang Peony Cultural Festival", hosted by the Ministry of Culture and the People's Government of Henan Province. Flowers bloom and fall for twenty days, and people in the city are crazy. The Luoyang Peony Cultural Festival is a large-scale comprehensive economic and cultural event that integrates flower viewing, lantern viewing, tourism, economic and trade cooperation and exchanges. This year's flower viewing and garden tour will officially start on April 5.
