If you want to go skiing in Xiayou Gaofeng, there is a free shuttle service nearby.

I am traveling to the Natsuga Plateau Ski Resort in Iwate Prefecture. The location of the hotel is very convenient, and you can take the free shuttle bus right out of the door.
