The path narrows at a rocky headland and becomes the Austro-Hungarian built tunnel—roughly 80 m of cut rock with a metal railing, free, lit by daylight at both ends, dripping in spring. Past the tunnel, 200 stone steps descend in two flights to Mogren 1 Beach, then a 30 m scramble around the point to Mogren 2. Both beaches are public, free to enter, pebble not sand, €20 for two sunbeds+umbrella if you want shade. I wore trail shoes and the steps were fine; flip-flops here mean twisted ankles. Mistake: I came back at 3 pm in July and Mogren 1 was shoulder-to-shoulder package tourists; 9 am had 20 people total. Another mistake: assuming the promenade continues—after Mogren 2 the path is closed by private hotel fences, so you either turn back or swim. Worth it? Yes for the tunnel alone—an 1900s military cut-through framing the Adriatic is more interesting than the beach itself. The stairs are free exercise; the sand (pebble) is average. If you want quiet water, go north to Jaz instead. Question: is a historic tunnel stair descent worth more than a direct beach bus, or is Budva’s old town the only real asset here?
