I made the most of the Premium Pass! In two days I went to almost a dozen attractions. My recommendation for the first day is Herb Garden and Ropeway -> Tool Museum -> Darvish Museum -> Lamp Glass Museum -> City Museum -> Chocolate Museum -> Maritime Museum. (The last one is the best.) On the second day I went up Mt. Rokko, and while a number of things were closed (including, disappointingly, the tramway up the mountain), I was able to use the Pass for the replacement bus up and down the mountain, for the Arima Ropeway and the Toy and Stamp Museums (both also in Arima), and for the Morinome (music box) museum. In all, excellent value for money and a great way to see many attractions in Kobe.
