We did three Express Passes, without the shows, and easily logged 20,000 steps. Actually, near closing time, the lines for rides like the Donkey and Dumbo were around 10 minutes long... But you'd have to give up the fireworks... I recommend buying a few Express Passes if you can, and if you really want to try them all, buy a package. The regular passes are like the ones with lines outside, then turn around inside, with no end in sight. The Express Passes also require you to walk a bit and then wait a little bit closer to the ride. At this point, you're let in one by one, just like the regular passes. It's up to you to decide how much you want to spend. Also, the staff were probably just joking around; they were incredibly impatient the whole time.
