Castle 23, also known as PalaisdeRais, was built in 1576, and Castle 23 was built during the French colonial period. After 1830, the French colonization began, and it was changed to a refuge for girls, an office for the American counselor, and a residence for the Duke, and finally to a municipal library. After Algeria's independence, the castle was occupied by local residents, causing varying degrees of damage. In 1980, the Algerian Ministry of Culture adopted various measures to change the site to a historical monument, officially named the Algerian Rais Cultural and Arts Center, which was restored from 1987 to 1993, and opened to the public in 1994.
