The location is on the east side of the old town of Sukhothai and you need to go by bicycle. There are no tickets, no one is watching, just go in. It looks spectacular, and there is a circle of elephant sculpture under the pagoda. It is said to have been built by a former minister.
There are many elephants under the pagoda here, which is a better preserved one. It is a bit far from Sukhothai Historical Park, it is recommended to pack it. You can also visit another temple nearby. Remember to tell the driver the price to drive first.
