Xiaogang Village is located northwest of Chuzhou. This is the place where rural reform started in China. In the 1960s, the "people's commune" was adopted in China's rural areas and food and drinks were owned by the government, which affected people’s motivation to work. In 1978, 18 farmers in Xiaogang Village pressed their fingerprint on the letter of responsibility for land contracting after "entrusting an orphan to friends or relatives" and implemented the all-round responsibility system, in which they needed to be responsible for their field.
