The People's Flood Control Victory Memorial Tower, located on the southern bank of the Songhua River, is a landmark building of Harbin City. It consists of a three-dimensional tower body and a corridor attached to it. The lower level of the tower is 119.72 meters above sea level, marking the highest water level when the flood inundated Harbin in 1932; the upper level is 120.30 meters above sea level, marking the highest water level when the people of the city conquered the great flood in 1957. The stainless steel pipe rack added to the tower marks the highest water level of 120.89 meters during the 1998 flood.
