It is a statue of Dr. Clark as you imagine. It is located at the Hitsujigaoka Observatory, which connects the subway and bus from Sapporo. A small park? So you can easily find the location. Since I went there early in the morning of the end of the year, no one was lined up and I was able to take a picture immediately. There is an admission fee, so I think it's enough to go once.
It is a famous tourist destination in Hokkaido. Everyone usually takes pictures in the same pose. If the weather is nice, you can see the scenery. If you are visiting other tourist spots, you should buy a great ticket called Sapporo Select.
