This building was once used as the Court of Appeal, which is equivalent to today's High Court. Now, it is open to the general public as the "Sapporo City Archives". The carvings on the walls built by Shishan Ruanshi are just the evidence of the Court of Appeal, which embodies the "principles of the authority and justice of law".
The building is a western style classical style building, and there is a stained glass window of the building style.
