In 1927, in order to unify the leadership of Northeast Party organizations, the Party Central Committee decided to appoint Chen Renren to form the Manchuria Provincial Committee of the CPC. In October of the same year, the first Congress of Party members in Northeast China was held in Harbin, announcing the establishment of the Provisional Committee of the Communist Party of China (CPC) in Manchuria and the establishment of provincial Party Committee organs in Fengtian (Shenyang).
