Not sure if you can always enter it or not. It was closed when we got there but a worker showed up as we were looking at it and he left us in for a look. We did not climb up but the view from inside...

We found it closed, i.e. we couldn't rise up. It's a beautiful tower, though it feels that inside it's something left.
