The former site of Dalian Civil Affairs Department is located at No. 2 Zhongshan Square. Built in 1908. The building area is 3,350 square meters. Designed by Maeda Matsuyama, Japanese. It is a Gothic Renaissance-style building. It is symmetrical, with triangular mountain flowers at both ends, towering spires in the center, and three tiger windows on each side on the roof. The bottom window is white continuous roll window, the upper window is divided by column, and the corners are interlaced. The pale red wall against white looks elegant and impressive.
