Glover Garden was built for Scottish merchant Thomas Glover, who lived and helped in the industrialization of Japan in the late 19th century. Glover was involved in many businesses including ship building, coal mining, and beer brewing. The houses in the garden are the oldest western - style houses in Japan. They sit on top of the hill and has a beautiful view of the city and the harbor.
