It's treated as a 3HK SIM card, but the APN must be "mb" and data roaming must be turned on for it to connect. Once connected, you'll receive an SMS message like this confirming activation. mb seems to be a low-cost SIM company in Hong Kong. The connection easily picks up 4G-5G, but it can be slow due to the Philippines' network infrastructure.
