藏王松赞干布兴建拉萨城的第一项伟大工程，就是在著名的红山顶上，修筑一座雄伟、壮观、坚固的宫堡。 松赞干布从吐蕃各地征调了大批石匠、铁匠、木工，还有数千名士兵和民工。他把这些人分成4组，一组到吉雪沃塘北面开山取石，一组到红山南面和西面砍伐树木，一组到红山东面和北面挖泥取土，其余大部分的匠师和民工留在山上挖地基，砌地垄，构筑宫堡和宫室。整个红山上下一时热火朝天，成了一片巨大的劳动工地。经过将近一年的紧张施工，一座西藏历史上从来没有过的美丽宫堡终于在红山之巅显现。
