In front of the Parliament Buildings, there is a flame fountain where fire burns freely and water surges freely, with both elements coexisting at this spot. The thirteen shields on the fountain represent and record the ten provinces and three territories of Canada, as well as the dates of the changing of the guard ceremony characteristic of the British Commonwealth.
