Ningyuan in Tianjin was established in 1906 (the 32nd year of the Guangxu era of the Qing Dynasty) by Yuan Shikai, the Viceroy of Zhili, to promote new policies. He appointed Zhou Xuexi to set up a plantation near Tianjin North Station in the name of the General Bureau of Industry. In 1907 (the 33rd year of the Guangxu era of the Qing Dynasty), the lake was officially opened and the park was built. The idea of building a palace for Empress Dowager Cixi in the park was conceived, and the buildings in the park were carefully planned and designed. Beining Park has undergone several constructions during the late Qing Dynasty, the Republic of China and after the liberation.
