It's a free recommended observatory.
I went to May 2019. It is an observatory in Biei Town Hall. I enter it for free and do it on Saturdays and Sundays. If you climb to the observatory of the tower by elevator, you can see it far away. This kind of facility is usually charged, but it is recommended to enter it for free. Even if I went in the daytime on Saturday, it was reserved.
