I visited on a completely normal day, so I didn't see anyone around me, but it seems to be amazing at the Ryusei Festival, a major event in this town. However, in recent years, it has been completely touristy and has been set up with expensive tour seats, making it less of a desire to go.
As a festival, there is the Dragon Sei Festival held on Sunday in early October. Ryusei is a rocket that launches a black gunpowder rocket. Worth a look.
