Starting from 20 November 2025, foreign travellers entering China can complete their arrival information online before travelling.
You can fill in the form through the National Immigration Administration website, its service platforms, the NIA 12367 app, or the official WeChat and Alipay mini-programs. You may also scan the official QR code on your phone to access the system.
For travellers who cannot complete the form online, you can fill it in upon arrival at a Chinese port of entry by scanning the QR code on-site or using the smart self-service machines. Paper arrival cards are still available if needed.
Travelling to China for the first time can feel a little confusing with all the rules and paperwork. Don’t worry, it’s easier than it seems and a bit of preparation goes a long way. Here is a simple step-by-step guide for you entering China based on the latest rules:
Step 1: Prepare Your Visa
Apply for the correct visa depending on your purpose of travel such as tourism, business, or visiting family. Submit your application online through a Chinese embassy, consulate, or visa centre. Prepare your passport, a photo, the visa application form, and supporting documents like an invitation letter or itinerary.
If you are from a country that enjoys visa-free entry, or you qualify for China’s visa-free transit policy, then you do not need to apply for a visa. You can also visit Hainan visa-free if you arrive directly from an approved location. Step 2: Fill Out the Arrival Card
From 20 November 2025, you can complete your arrival card online before travelling using:
- The National Immigration Administration website (https://s.nia.gov.cn/ArrivalCardFillingPC/)
- Government service platforms
- The “NIA 12367” app
- WeChat or Alipay mini-programs
- QR code on your mobile device
You will need to provide personal information, passport details, and travel plans. If you cannot fill it out online, you can complete it at the port using smart devices or a paper form.

It should be noted that the Chinese online declaration form (E-Arrival Card) must be completed within 24 hours before arrival in China. However, it immediately generates a QR code after submission, which can be scanned for immigration procedures upon arrival, making it very convenient.
Step 3: Arrive at the Port
Bring your passport, visa, arrival card (electronic or paper), and any other necessary documents. Go to the immigration hall at your port of entry.
Step 4: Go Through Immigration Check
Show your passport, visa, and arrival card to the immigration officer. You may need to provide fingerprints and face recognition. Once your information is verified, the officer will stamp your passport.
Step 5: Collect Your Luggage and Pass Customs
Pick up your checked luggage and go through customs. Declare any items that need to be reported, such as large amounts of cash or restricted goods.
Step 6: Special Cases
Certain travellers do not need to fill out the arrival card. Here are the 7 categories exempt from filling out the Arrival Card:
- Holding a People's Republic of China Foreign Permanent Resident ID Card
- Holding a Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens)
- Holding a group visa or eligible for group visa-free entry
- Transiting directly within 24 hours without leaving the restricted area of the port
- Entering and exiting on the same cruise ship
- Entering through fast lanes
- Foreign employees of exit–entry transport vehicles
