Indonesia Arrival Card

Indonesia is a truly special travel destination. The country in Southeast Asia consists of over 17,000 islands, making it the largest archipelagic state in the world. Interestingly, only around 6,000 of them are permanently inhabited. One of the most famous and popular among tourists from all over the world is undoubtedly Bali.

If you would also like to visit Bali, Java, or another Indonesian island, you have been required to create a so-called All Indonesia Arrival Card in advance since 1 September 2025. You can find out how this works, whether there are any costs involved, and everything else in this Trip.com guide to the Indonesia Arrival Card.

🤔 What is the All Indonesia Arrival Card?

The All Indonesia Arrival Card is an electronically generated document required for entry into Indonesia. It was made mandatory at all international airports in Indonesia, such as Denpasar International Airport (DPS) in Bali, on 1 October 2025.

However, the All Indonesia Arrival Card is more than just a simple replacement for a paper form. It also bundles two other entry documents directly into it: the SATUSEHAT (health self-declaration) and the e-CD customs declaration. You can include up to 10 people in this relatively new travel document, and they don't have to be family members like spouses.

In the following overview, we have bundled the most important key points about the Indonesia Arrival Card for you:

Mandatory electronic submission from

1 September 2025 at Bali, Jakarta and Surabaya airports; 1 October 2025 at all Indonesian airports

Who needs to complete it?

All travellers entering Indonesia, including Indonesian citizens and diplomats

When should it be completed?

Within three days before arriving in Indonesia

How do you complete it?

Online via the Indonesian Immigration Authority's website or the iOS or Android app

How much does it cost?

Free of charge

Will you receive confirmation?

Once submitted successfully, a QR code appears on screen. A confirmation email containing the QR code is also sent.

🎫 With the Indonesia eSIM, you can post your Bali tour experiences directly!

💡 INFO: You must present the QR code along with your passport to an immigration officer as part of your entry into Indonesia. Alternatively, you can use an e-gate (if available), for example at Gusti Ngurah Rai International Airport (DPS) in Bali, and scan the QR code and your passport there.

🧐 Is there a difference between the Indonesian Arrival Card and the e-VOA?

Yes, and there are actually several differences, as the Arrival Card is free, for example, while the electronic Visa on Arrival (e-VOA) costs 500,000 Indonesian Rupiah (IDR) (approx. £22). The Arrival Card is also a mandatory document for entry, whereas the e-VOA is a document that permits entry.

Another difference is the timeframe, as an Arrival Card must be completed 3 days before entry, whereas the e-VOA generally allows for a 30-day stay (which can be extended once for a further 30 days).

We've put together a handy overview for you that highlights the differences and similarities:

Feature

All Indonesia Arrival Card

e-VOA (Electronic Visa on Arrival)

Cost

✅ Free of charge

❌ IDR 500,000 (approximately £22)

When to apply

❌ Must be completed within 3 days before arrival

❌ Issued after the payment process is completed

Length of stay

❌ Does not grant permission to stay

✅ Allows a 30-day stay, extendable once for a further 30 days

QR code

✅ Issued immediately after submission

❌ Issued after payment and application processing

Who needs it?

✅ All travellers entering Indonesia

✅ Travellers from eligible countries who require a visa on arrival

🤨 Does the All Indonesia Arrival Card replace the e-CD?

Yes, because the electronic Customs Declaration (e-CD) has been integrated into the All Indonesia Arrival Card and can therefore no longer be used as a separate (electronic) form. The e-CD was Indonesia's electronic customs declaration. You must now submit it as part of your arrival card.

❔ I already have an e-Visa on Arrival, do I still need an Indonesia Arrival Card?

Yes, because both are fundamentally different documents. An Arrival Card is always required, and it makes no difference whether you have already received your (electronic) Visa on Arrival in advance or are securing it upon your arrival at the airport.

💻 How do you fill out the All Indonesia Arrival Card?

Since 1 October 2025, you can only obtain an Indonesia Arrival Card in electronic form. This means you can only apply for and receive the Arrival Card digitally. There are two ways to do this. You can either complete the application directly on the Indonesian immigration authority's website. However, a second option is also available to you via the All Indonesia App.

💰 How much does the All Indonesia Arrival Card cost?

The Indonesian Arrival Card is available free of charge. This applies to Arrival Cards created via the website as well as those created via the app. However, this ONLY applies to the Arrival Card. The visa, which is also required for visiting Indonesia, is NOT free. You must pay 500,000 IDR (approx. £22) for the visa, and you will only receive it after successful payment.

⚠️ Who needs an Indonesia Arrival Card?

An arrival card is required for EVERYONE wishing to enter Indonesia. This therefore also applies to the UK, US, Singapore, or New Zealand citizens. Indonesia is one of the few countries that even binds its own citizens to this regulation. The only distinction made here is between an Arrival Card for Indonesian citizens and an Arrival Card for foreigners.

☝️ Are there any exemptions to the All Indonesian Arrival Card requirement?

If you are travelling to Indonesia, you need an arrival card without exception. This basic rule applies to everyone entering Indonesia. There are no exceptions in Indonesia. It also makes no difference whether travellers arrive by sea or by air.

❗️CAUTION: This regulation only applies to people entering the country formally. So, if you are just making a stopover in Indonesia and do NOT leave the transit area, you do not need an arrival card.

⏰ When do you need to apply for the Indonesian Arrival Card?

The same 3-day window BEFORE arrival that applies to many other Asian countries also applies to the All Indonesia Arrival Card. This means you can create your arrival card for Indonesia no earlier than 3 days before your arrival. It is also possible to use the “Retrieve Arrival Card” option after creating your arrival card to make any subsequent changes.

🛃 Can I still apply for my arrival card after arriving at the airport?

Yes, that is possible. At some Indonesian airports, you will even find signs with a QR code that takes you directly to the All Indonesia website. You just need to create your Arrival Card before you reach an immigration desk. However, bear in mind that you will be dependent on an internet connection and will waste unnecessary time that you could have already used elsewhere.
