Although Spain is not a federal state, it has a federal structure and a quasi-federal unitary political system and the Senate (upper house) does not represent the territories, and there is no federal distribution of power. The central parliament cannot legislate on behalf of the autonomous community in every issue related to the status of autonomy, otherwise the autonomous community cannot participate in constitutional amendments. The members of the lower house and upper house are elected from political parties on a proportional basis with a term of office of 4 (four) years. The Congress of Deputies (lower house) has 350 members representing 52 cities and the Senate (higher house) has 259 senators. The Senate has the power to make laws and amend laws or to veto laws initiated by Congress. But the Senate veto can be overturned by Congress by a simple majority vote of members of Congress.
