At Caretta Shiodome, there are many restaurants on the Sky level but only a handful of them have views towards Sky Tree. Most of the restaurants open at 11am so this means that you have to be standing in the queue by 10.15am to stand a chance for a window seat. You can also come later but the restaurant will usually stop customers from queuing much earlier than their closing time. This is because there is a resting period after 2pm until dinner time. You can try this Hokkaido Sky Restaurant which I went recently.
