The monument was installed on the embankment in 2010. The Temernitskaya Customs previously was on the territory of the current Rostov-on-Don.

Walking the Rostov-on-Don embankment, my attention was drawn to the monument. Only by coming closer I realized that it was a monument to the Customs. Because from a far-flung customsman is like Peter First.
