Since September 8, 2021, Singapore has implemented the Vaccinated Travel Line (VTL) for Brunei and Germany. The VTL policy states that when travellers meet certain conditions, they do not have to quarantine for two weeks after entering Singapore. Instead, they can go about their activities freely. This greatly saves the traveller's time and cost.
At present, the VTL for these two countries has been implemented for one month. The Singapore government decided to extend the scope of VTL countries, adding 6 European countries (Denmark, France, Italy, the Netherlands, Spain, and the United Kingdom), Canada, the United States and South Korea to the list to expand the number of people who can travel to Singapore without quarantine.
VTL starts for travelers from different countries as following dates

However, not all tourists from the above countries can enjoy VTL and quarantine-free journey, travellers must meet the following conditions:
1. Fly to Singapore on VTL Flights
Quarantine-free entry is only valid for passengers taking VTL flights from VTL countries. The VTL flights operated within each VTL country are different. However, not every flight to Singapore is a VTL flight, and passengers need to confirm the flight number. In addition, the operating hours of each flight will also be adjusted over time, so please be sure to purchase tickets according to your travel plan.

2. Stay in Singpore and VTL Countries 14 Days Prior to Departure
Passengers must not have any travel history outside of Singapore and VTL countries in the past 14 days before going to Singapore to enjoy VTL Flights.
You can visit multiple VTL countries in the same trip and still be eligible for VTL flights. For example, passengers can fly from London to Munich and then from Munich to Singapore. They can still take VTL flights to Singapore at their second flight.
3. Get Fully Vaccinated and Vaccination Certificates
Travellers must use any vaccine on the World Health Organization (WHO) Emergency Use List to get the Covid-19 vaccine; and get autoritative vaccination certificate.
To be considered fully vaccinated, you need to
- get two shots of approved vaccine or one shot of Johnson & Johnson vaccine.
- make is sure the last dose must be completed at least 14 days before entering Singapore.
For vaccination certificates, they must be
- in English
- issued by Singapore or any VTL countries
- digitally verifiable (with QR code for verification on).

4. Apply for Vaccinated Travel Pass(VTP)
Both short-term visitors and long-term pass holders need to apply for Vaccinated Travel Pass(VTP)7 to 30 days prior to their departure to Singapore. Travellers can apply for VTP on ICA website. However, not travellers from all VTL countries cam apply for VTP now. Following chart can help you clarify.

5. Two PCR Tests are Required (After Oct. 19 2021)
* Before Oct. 19, 2021, travellers must take PCR tests on Day 3 & 7 after arrving in Singapore as well.
6. Travel Insurance
Before travelling to Singapore, short-term travelers must also purchase travel insurance, with a minimum coverage of S$30,000 for COVID-19 related medical and hospital expenses.

Short-term travelers also need also download TraceTogether App for contact tracing before entering Singapore, and keep the app data for 21 days.
8. Prepare for self-isolation for first 24 hours
After taking PCR test at Changi Airport when arriving, travelers must take private transport to claimed self-isolation accomodation. The accommodation can be personal house and hotels whenever theres is a individual rooms with an en-suite toilet. Travelers must not stop self-isolation until the result of PCR test in Changi Airport shows negative. The result usually comes out within 24 hours.

Q: What happens if I meet all other requirements but take a non-VTL flight to Singapore?
A: You still need to be quarantined.
Q: Can I get refund if my pre-departure Covid-19 PCR test shows positive?
A: If you test positive for Covid-19, you will not be allowed to board any Singapore Airlines flight. You may request a refund for the unused portion of your ticket, with cancellation fees waived.
Q: Do I need to take Day 7 test if it's after Oct. 19, 2021?
A: Yes. Day 3 & 7 tests are must if you enter Singapore before Oct. 19, 2021.
Q: Why VTP application site ask me to pay for Day 3 & 7 tests fee even though my intended entry date is after Oct. 19, 2021?
A: Travellers submitting a VTP application before 12 October 2021, 0000hrs (Singapore time), will be charged for two COVID-19 PCR tests, regardless of their intended date of entry. However, the payment for the Day 3 and Day 7 tests will be refunded if your entry date is after Oct. 18 2021, 2359hrs (Singapore time).
