The construction land scope is: north to Zaoyuan Road, east to Yanhuang Expressway viaduct, west to Yan'an Cadre College, south to the north of the river bank of the northwest Sichuan River to the south of the ridge. Xichuan River divided the base into three areas of south (mountain), north (pingdi) and river. The total area of land is 115 hectares.

Xibeichuan Park is the original Zaoyuan Park, located between Zaoyuan Avenue and Zaoyuan South Road in Yan'an City, and also in the southeast of the Zaoyuan Revolutionary Site.
