The European-style building, No. 1, was originally a private mansion of the Russian forestry capitalist Gwarisky and was occupied by Japanese secret services during the pseudo-manchurian period. It is a French classical revival building with masonry structure. It is composed of main and sub-buildings. The main building is four floors (including the basement and the top loft), and the annex building is three floors (including the basement). There is a horizontal arched balcony between the main and the annex building, and there is a ramp under it. The building is widely integrated with European architectural characteristics and has a unique architectural style. In 1934, the Japanese Kanto Army forcibly bought this building as the mansion of the Mantie Council, and became the office of the special services agency of the Kanto Army. After liberation, it became the reception office of the Heilongjiang Provincial Committee. On February 27, 1950, Mao Zedong lived in Harbin when he visited the Soviet Union and passed through Harbin, and inscribed on the second floor: "Don't get rid of bureaucracy", "learning", "struggle", etc. Therefore, after Building 1, Liyuan Street, Chairman Mao Zedong visited the Heilongjiang Provincial Memorial Hall, which is now renamed the Revolutionary Leader to inspect the Heilongjiang Memorial Hall.
