In Japanese airport, the airport staff are particular about your hand carry weight during check in. But once you enter the transit area, the staff will not check your hand carry weight before boarding. This is good news because there are more tax free shopping inside the transit area. For shopping inside the transit area, you are allowed to remove the package and repack it. For those you buy before entering airport will require you not to damage the packaging because tax free items are not supposed to be consumables. I think is ok to buy some before check in and then buy some more again after check in.
