We went around 10 am and all shops were closed. We discovered too late that best time is in afternoon. Besides the city view, you may see the whole airport tarmac from above.
You can reach by taxi at a 7 soles cost from the main square, should be 10 minutes. The view point is good and you can take good pictures. The surrounding businesses and restaurants and not that good ...
